It is stuck in 4WD and won't come out. It started out intermittent, where it would switch to 4WD for a few days then come out, but it now seems permanent.

That is normal. This is actually a good way to see if the system is in the "ready" state if you disconnect your battery to clear a code. If you turn the key to "On", the CEL will blink several times. If the light goes out, or stays solid, the system is "Ready". In other words, it has completed a "Drive Cycle" and can be tested for Emmisions etc.Like EW said it may be a bad sensor. Not sure which scanner you used, but not all code scanners (i.e. lower cost) are able to retrieve ABS codes so you might want to try another scanner.
